Evaluation
11/12/2017 to 01/05/2018

Evaluation process

All applications go through an initial eligibility check implemented by our Awards Secretariat. The European Silver Economy Awards’ winners will then be selected by a 3-step process based on our evaluation criteria:

Phase I: The applications will be ranked by members of the Covenant on Demographic Change. Public authority members will review the applications submitted in the public authorities category, non-for profit organisations members will review those submitted in the non-for-profit category, and for-profit organisations members will review those submitted for the for-profit category.

Phase II: A dedicated selection panel will select the three top-scoring applications in each award category.

Phase III: The final ranking and the selection of the winners will be done by the high-level EU jury.

Evaluation criteria & weighting

The following evaluation criteria will be applied by all reviewers and jury members to rank the applications. The criteria all have equal weighting:

  • Innovation Innovation the innovative aspect of the solution, including the participation/involvement of older persons. We consider four different types of innovation: product/service innovation, design innovation, business & process innovation, and social innovation
  • Benefits covers the positive impacts on the target audience (people aged 50+).
  • Economic value covers in detail in what way the solution creates monetarisable benefits to individual stakeholders or the society as a whole.
  • Maturity covers the level of maturity of the solution both in terms of technology and (whenever relevant) and market.
  • Economic sustainability refers to the question whether the solution described in the application can be considered as economically viable and sustainable at long run.
  • Replicability, transferability and scalability cover how, where and when the solution has been replicated/could be replicated beyond its original implementation.
